MMS requests information for Beaufort Sea oil and gas sale 176

The U.S. Department of the Interior’s Minerals Management Service published a call for information and nominations for a Beaufort Sea oil and gas lease sale in the Sept. 7 Federal Register. Proposed sale 176 is part of the outer continental shelf oil and gas leasing program 1997-2002 and is tentatively scheduled for early 2002.

MMS is establishing a 10-member committee to advise the regional director on design of the sale and nominations for positions on the committee are sought from North Slope communities, the state of Alaska, the petroleum and support industries and environmental organizations.

The first meeting of the committee is planned for later this year to advise the region on the exact area that should be analyzed in an environmental impact statement.

Nominations and comments on the proposed sale must be received by Oct. 22 and should be sent to the regional supervisor, leasing and environment, Alaska OCS Region, Minerals Management Service, 949 E. 36th Ave., Room 308, Anchorage AK 99508-4363.

BP Amoco term price up 10 percent

BP Amoco’s September term price for Alaska North Slope crude oil is $20.15 a barrel, up $1.85 (10.11 percent) from the August term price of $18.30 a barrel.

Year-to-date, the term price averages $14.39 a barrel, up 9 percent from the comparable year-to-date average for 1998, $13.19 a barrel.

As of Aug. 30, the state Department of Revenue Division of Oil and Gas Audit said the fiscal year-to-date price of ANS crude is $18.19 a barrel, up $4.62 from the spring 1999 estimate of $13.57 a barrel.

MMS approves Northstar development plan

The Minerals Management Service approved the development and production plan for the BP Exploration (Alaska) Inc. Northstar project on Sept. 3.

The approval covers the federal portion of the joint state-federal project, and is the first development plan approved for the federal outer continental shelf offshore Alaska.

Up to seven wells will be drilled from the Northstar Island into two OCS leases. Production facilities and offshore pipeline will be on state of Alaska submerged lands.

August Alaska North Slope production up slightly from July

Alaska North Slope production averaged 1.03 million barrels a day in August, up 2.7 percent from a July average of 1.005 million barrels a day, but still averaging 34,000 barrels per day below the state’s last April production estimate.

The Alaska Department of Revenue Division of Oil and Gas Audit said Aug. 30 that tanker delays, maintenance on the Valdez storage facility and West Coast refinery shut-ins have required numerous producer prorations over the past couple of months.

Prudhoe Bay production averaged 553,947 barrels a day in August, up 6.1 percent from July’s average of 522,203 barrels a day.

Milne Point production averaged 55,860 barrels a day in August, up 1.33 percent from a July average of 55,126 barrels a day.

Lisburne production averaged 128,522 barrels a day in August, up 1.3 percent from a July average of 126,854 barrels a day.

August production at Endicott averaged 46,816 barrels a day, down 5.9 percent from an average 47,767 barrels a day in July.

Kuparuk River production averaged 246,759 barrels a day in August, down 1.7 percent from a July average of 251,139 barrels a day.

Cook Inlet production averaged 28,258 barrels a day in August, down 0.6 percent for a July average of 28,433 barrels a day.
