Message from Petroleum News publisher re. Fear Factor guide; Yonker new marketing director

We delayed the print and CD publication of Dispelling the Alaska Fear Factor, a guide to Alaska’s oil and gas basins and business environment, in early 2007 because a new production tax (goodbye ELF; hello PPT) had been passed by the Alaska Legislature in 2006 and we were awaiting the final regs that would govern the tax.

While we were waiting for details from the State of Alaska on PPT, it became clear Alaska’s governor was going to ask legislators to rework PPT because of the federal indictments served on some of the legislators who worked on the new tax. So, although we posted a pdf of the Fear Factor guide on our Web site, we waited to publish the print and CD editions. We wanted the hardcopy versions of the guide to be as up-to-date as possible, so that we wouldn’t have to publish it for another two to three years.

As expected, major changes to the production tax were made this past fall in a special legislative session (goodbye PPT; hello ACES). We’re now waiting for one last document from the state regarding incentives before we update Dispelling the Alaska Fear Factor online and print and burn it to CD.

We’re also updating the introduction, reprints of Petroleum News articles, and chapter two of the guide, which deals with the actual ‘fear factor’ of doing business in Alaska. (Many people in the oil and gas industry think Alaska’s ‘fear factor’ grew with ACES, or Alaska’s Clear and Equitable Share.)

More changes in Alaska’s fiscal regime might be in the offing, but rather than hold up the print and CD editions, we are establishing a link on our Web site (www.petroleumnews.com) where we will post any changes to Alaska’s fiscal regime. That link will be provided in several appropriate pages in the final version of the Fear Factor guide, which will be dated 2008-09. Yes, it will be 2010 before we publish another guide.

The updated online version of the guide will be posted to our Web site in May. Both the CDs and first print editions will be out before the end of May as well.
