Oil Patch Bits: MacNamara Shoulders joins URS team
MacNamara “Mac” Shoulders recently joined URS as a biologist with more than 30 years of experience specializing in managing interdisciplinary environmental programs, designing field studies and permitting for oil and gas, and other civil projects. He has broad experience in permitting projects in Alaska and an in-depth knowledge of state and federal regulations including: National Environmental Policy Act, ESA, Marine Mammals Protection Act, Migratory Bird Species Act, State of Alaska Fish and Game regulations and state of Alaska water quality regulations. As a major component of these projects, Shoulders has conducted scoping, permitting and project management, and compliance management with Alaska communities and regulatory agencies. He served as the environmental lead for design, permitting, and implementation for more than 100 major river training projects, stream restoration projects, and culvert replacements along the trans-Alaska oil pipeline and on the North Slope. Shoulders designed and implemented programs for fish evaluations along the trans-Alaska pipeline, managed teams of scientists collecting baseline fish, benthic, plankton, sediment, and physical riverine habitat parameters, and led teams of subcontractors during the production of environmental assessment reports. He also has experience as a project manager ensuring environmental compliance during large civil construction projects.
