Winegarner joins Brooks Range Petroleum

Independent oil company beginning multi-year North Slope exploration program; has JVs with TG World Energy, Ramshorn Exploration

Jim Winegarner is joining Brooks Range Petroleum Corp. as vice president of land and external affairs, the company said Aug. 2. Winegarner will be in charge of oil and gas leasing, contract management and external and government affairs. He will also be part of the company’s management team, in which role he will provide strategic insight into exploration activities and long-range plans.

Winegarner has more than 25 years experience in the oil and gas industry, mainly with ARCO and ConocoPhillips in Alaska, Brooks Range Petroleum said. He was most recently a ConocoPhillips staff landsman and has extensive experience of North Slope leasing and permitting. He is also involved in industry organizations including the Alaska Association of Petroleum Landmen.

“We are excited to have Jim on our senior management team at BRPC,” Bo Darrah, Chairman, president and CEO of Brooks Range Petroleum, said in a statement. “He brings extensive North Slope leasing and permitting expertise to our company as we ramp up for major exploration activities. Jim is well known in the Alaska oil patch and is highly respected by his peers in industry.”

Exploration program

Brooks Range Petroleum, the operating subsidiary of Alaska Venture Capital Group, is embarking on a multi-year exploration program in AVCG’s extensive lease holdings on the North Slope. Since mid-March the company has announced joint ventures with TG World Energy Co. and Nabors Industries affiliate Ramshorn Exploration for the exploration and development of the AVCG acreage. Brooks Range Petroleum has moved into new premises and assembled the management team that Winegarner is joining.

The company provided the following information about that management team.

John Jay “Bo” Darrah heads the team as chairman, president and CEO. Darrah is a co-founder and managing partner of AVCG. He has owned and operated Darrah Oil Co. since 1971, currently with more than 50 oil and gas producing properties in Kansas and Wyoming. He also founded Mallard Drilling Co. in 1978 and was president of that company until 1988. He founded Pintail Petroleum Ltd. in 1980, continuing as general manager of that company until 1990.

Brooks Range Petroleum’s vice president of field operations is Bart Armfield, a co-founder and member partner of AVCG. Armfield has 26 years of experience in business development, operations, maintenance, construction and special projects with the oil industry in the U.S. mid-continental region and in Alaska, and has been especially engaged in Alaska work in the past 16 years. He was involved in several North Slope projects with Alaska Petroleum Contractors between 1990 and 1999.

Doug Hastings is vice president of exploration. Hastings has 29 years of experience in exploration and development geology and geophysics, mostly with ARCO in Alaska, as well as in Wyoming and the North Sea. Since 1987 he has worked most of the producing fields on the North Slope, as well as in the exploration of the western Colville area and in the discovery and development of the Alpine and Tarn fields. From 2002 to 2004 Hastings provided exploration and development consulting for a several companies on a variety of projects.

Larry Smith is chief geophysicist. Smith has more than 25 years experience in the oil and gas industry, with nine of those years working in Alaska on Cook Inlet and North Slope projects. Most of Smith’s career has been spent with Unocal (now part of Chevron) — he spent 16 years evaluating and mapping exploration prospects for Chevron in most of the major hydrocarbon basins of the world.
