Two satellite fields in the Phillips Alaska Inc.-operated Colville Delta unit on the west side of the North Slope could be in production by late 2004. The most recent schedule available, in a Jan. 3 comment request from the U.S. Army Corps of Engineers, says construction will begin in February 2003....
