TransCanada begins filling XL southern leg as prep for startup
TransCanada said its new Gulf Coast pipeline, designed as the southern leg of Keystone XL, began line filling activities on Dec. 7 in preparation for commercial crude shipping from Cushing, Okla., to Port Arthur, Texas, scheduled to begin by mid- to late-January.
