Authorities are investigating possible unreported fuel spills and other violations involving three ConocoPhillips oil tankers. The U.S. Coast Guard, the U.S. Attorney’s Office and the Alaska Department of Environmental Conservation are participating in the investigation. But none would discuss spec....
