ConocoPhillips looking at 130,000 bopd facility at Willow

The Bureau of Land Management said today, Aug.23, that ConocoPhillips' proposed Willow master development plan is available for public comment. BLM is looking for input on the draft environmental impact statement for the prospect, which in the Bear Tooth unit within the National Petroleum Reserve Alaska, west of Alaska's central North Slope. (BLM's state office in Anchorage intends to prepare a master development plan environmental impact statement for Willow.)

The proposed master development plan includes the construction, operation and maintenance of a central processing facility, infrastructure pad, up to five drill sites with as many as 50 wells each, access and infield roads, an airstrip, pipelines, gravel mine, and a module transport island on BLM-managed lands within both NPR-A and waters managed by the state of Alaska.

According to Willow operator ConocoPhillips Alaska Inc., Willow will have a peak output of up to 130,000 barrels of oil per day over its 30-year life, producing approximately 590 million barrels of oil, BLM said.

During the operational phase, an estimated annual average of 400-600 jobs would be created.

"This master development plan proposal allows us to look at the development of a lease unit as a whole which will enhance efficiencies and provide for robust environmental review," BLM Alaska State Director Chad Padgett was quoted as saying in the agency's release "Because of the complexity of this project, we are seeking input from communities on the North Slope as well as Anchorage and Fairbanks."

BLM is consulting with 13 tribal entities and Alaska Native Claims Settlement Act corporations on this project, as well as various government agencies.

Comments will be accepted through Oct. 15, and should be specific to the document itself, referencing sections or pages. Comments can be submitted by any of the following methods:
