AOGCC issues notice of public scoping

On Oct. 20, the Alaska Oil and Gas Conservation Commission sent out a notice of a public hearing soliciting input on AOGCC regulatory revisions.
In response to Administrative Order 360, the AOGCC is soliciting written and oral
comments from affected industries, community organizations, and the general public regarding regulations and materials incorporated by reference in 20 AAC 25.
The AOGCC is undertaking this solicitation process to ask the public for ideas, suggestions, and input before it drafts or proposes any specific regulation amendments or repeals for public review.
The AOGCC's mission is to protect the public interest in exploration and development of Alaska's valuable oil, gas, and geothermal resources through the application of conservation practices
designed to ensure greater ultimate recovery and the protection of health, safety, fresh ground waters and the rights of all owners to recover their share of the resource.
Without compromising the safety of oil and gas drilling in Alaska or impacting the mandatory federal requirements for the Underground Injection Control, or UIC, program that are contained within AOGCC regulations, the AOGCC is particularly interested in specific ideas for regulatory
change that may:
*clarify existing regulatory obligations;
*reduce costs for the public, industry, or government;
*improve or streamline procedures, application requirements, and review processes;
*reduce administrative burdens;
*streamline permitting procedures;
*improve communication procedures;
*provide greater transparency with respect to standards, decision-making, and
rationales for application processing; or
*clarify interagency roles.
Written, oral comments Written comments must be received by Nov. 28, 4:30pm. They may be sent to AOGCC Special Assistant Samantha Coldiron at [email protected] or AOGCC at 333 West 7th Ave., Anchorage, AK 99501.
Oral or written comments may also be submitted at a hearing to be held on
Nov. 20 at 10am in the AOGCC hearing room located at the above address.
Before the start of the hearing, AOGCC commissioners may limit the time allotted for each person providing oral testimony, as reasonably necessary to conclude the hearing in the time provided.

Input provided in response to this solicitation will be subject to inspection,

The AOGCC is not currently proposing any specific regulation change and there are no draft regulations prepared for public comment under the Administrative Procedure Act at this time.
If the AOGCC undertakes revisions to these regulations, there will be an additional opportunity to comment on the proposed regulation changes that are released for public review and comment under the Administrative Procedure Act.
