New audit director named
Alaska Department of Revenue Commissioner Wilson Condon said Dec. 10 that Dan E. Dickinson, a certified public accountant and consultant on Alaska oil and gas tax cases, will be the new director of the department’s Oil and Gas Audit Division.
Dickinson, 45, is a partner in the Anchorage economic and accounting analysis consulting firm of Dickinson and Barone and a member of several working groups at the departments of revenue and law that are drafting new oil and gas production tax regulations. He will start work at the division’s Anchorage offices Jan. 15.
Dickinson, property manager for the Municipality of Anchorage from 1984 to 1986, worked as a business management consultant in Anchorage from 1986 to 1994. He is a member of the International Association of Energy Economists and holds an undergraduate degree from Brown University in Providence, R.I.
Dickinson succeeds John Pilkinton, who has served as audit division director since December 1992. Pilkinton will manage the division’s oil and gas property tax project. Condon credited Pilkinton with providing “a leadership role in adopting new production tax regulations four yours ago and in bringing the state current in settling back taxes. “I know he will do just as good a job at the property tax project.”
The Oil and Gas Audit Division administers the state’s oil and gas production, property and conservation taxes. It also collects money for the state’s Oil and Hazardous Substance Prevention and Response Fund.
