Nearly all storage tanks have sludge

The Joint Pipeline Office said Feb. 9 that it now appears that nearly all 18 of the Valdez Marine Terminal oil storage tanks have varying amounts of sludge covering the fire fighting subsurface foam dispersing pipes used for fire suppression. Alyeska Pipeline Service Co.’s completion of the survey complies with one item in JPO’s order to clean and test tanks.

Alyeska provided JPO with a schedule including steps to be taken from this point forward for reducing sludge levels and evaluating the foam dispersing system.

Alyeska notified JPO that the new “over-the-top” portable fire suppression system could not properly reach the tanks. Further evaluation is necessary to determine if alternate methods are available.
