Plans under way for harbor safety panel
The Cook Inlet Regional Citizens’ Advisory Council said in its recent newsletter that plans are under way for a Cook Inlet harbor safety committee.
An informational meeting was held in Kenai Nov. 12, including an overview of the Cook Inlet Risk Assessment. CIRCAC said a harbor safety committee was a priority risk reduction option growing out of the risk assessment.
The harbor safety committee would not be a federal- or state-run organization, but would be owned by the committee, with membership expected to include voting and non-voting members representing government agencies, maritime labor, industry organizations and public interest groups “working together for the mutual benefit of all port users.” The committee would be a vehicle for industry, public, state and federal agencies to come up with non-regulatory solutions.
CIRCAC said an example of an organization structure for the committee would include a managing board with expertise, ad hoc committees and subcommittees.
Harbor safety committees have been successfully implemented throughout the U.S., CIRCAC said, “and have become an excellent avenue to share best practices and lessons learned from previous incidents through national annual conferences.”
The U.S. Coast will publicize a web link with information on the next steps for organizing the committee and CIRCAC said it would highlight the web address on its home page at www.circac.org.
