Corps of Engineers names Phyfe, Hobbie
The Alaska district of the U.S. Army Corps of Engineers has named David Hobbie chief of its Regulatory Division and Larry Phyfe chief of its Environmental and Special Projects Branch.
Both men previously served in Alaska.
Hobbie, whose new position was effective Jan. 11, was most recently deputy district engineer for programs and project management at the Jacksonville District from 2009 to 2015. In his new position, Hobbie provides oversight of the Corps’ second largest regulatory division with responsibility for all permitting activities in Alaska.
Hobbie has also served as deputy of the regulatory program at the Corps’ Washington, D.C., headquarters and as acting regional business director of the South Atlantic division in Atlanta, Georgia.
Among other positions, Hobbie was deputy branch chief for the Alaska District’s regulatory branch from 2002 to 2005. He holds a bachelor’s degree in forestry and wildlife from Southern Illinois University in Carbondale.
Phyfe, whose position with the Alaska District was effective Jan. 25, was most recently chief of the Military Branch’s foreign military sales section from 2010-14.
Earlier in his career, Phyfe was a program manager for more than eight years on a variety of projects for the Missile Defense Agency at Eareckson Air Station on Shemya Island and Fort Greely.
In his new position Phyfe is responsible for oversight of all project management and planning and execution for environmental, humanitarian assistance, international and interagency support programs in Alaska and the Asia-Pacific region.
Phyfe earned a bachelor’s degree in geology in 1984 from Fort Lewis College in Durango, Colorado; he is a registered project management professional, contracting officers representative and holds an advanced facility engineering certificate from the Defense Acquisition University.
