Governor names Foerster to AOGCC

Alaska Gov. Frank Murkowski has named Cathy Foerster of Anchorage to fill the vacant seat on the Alaska Oil and Gas Conservation Commission.

The governor’s office said March 25 that Foerster fills a seat designed for a petroleum engineer. She joins John Norman and Dan Seamount on the commission; Norman is the commission chairman. The governor appointed her March 23; her appointment expires March 1, 2007.

Foerster, a reservoir engineer, has a bachelor of science in mechanical engineering from the University of Texas in Austin.

Most recently she has been with PRA. She began her career with Exxon in 1977 and joined ARCO Oil & Gas in 1979 as an operations engineer. Before moving to ARCO Alaska in 1992, Foerster was research director at ARCO Exploration & Production Technology.

In Alaska Foerster was production superintendent for the eastern operating area of the Prudhoe Bay field, planning and new field development supervisor for North Slope satellite fields and from 1999-2000 government relations director, representing ARCO’s interests as a lobbyist before Alaska legislators and other public officials.

She was director of the BP Energy center from 2000-2001, and joined PRA as a reservoir engineer in 2002.
