RCA sets procedural schedule for CINGSA
The Regulatory Commission of Alaska has adopted a procedural schedule for an application filed by Cook Inlet Natural Gas Storage Alaska for a certificate of public convenience and necessity for natural gas storage services.
The proposal is for third-party natural gas storage in the Cannery Loop unit on the Kenai Peninsula. CINGSA, a joint venture of Semco Energy, the parent company of Enstar Natural Gas, and MidAmerican Energy Holdings Co., would provide gas storage for Southcentral utilities, specifically Enstar, Chugach Electric Association and Municipal Light and Power.
A public hearing is scheduled for Nov. 9-10 and Nov. 12 at 9 a.m. at RCA’s east hearing room.
The Oct. 6 order established dates for prefiled testimony and responses to that prefiled testimony.
CINGSA is requesting RCA approval of the application and issuance of a certificate by Dec. 1 so that storage facilities can be available in the winter of 2012-13.
The Alaska Oil and Gas Conservation Commission also has a CINGSA hearing scheduled, for 9 a.m. Oct. 19, on CINGSA’s application for an order authorizing underground natural gas storage.
