Jim Weeks joins Winstar Petroleum

Formerly Petersburg Energy, company has 12,000 acres on North Slope

Winstar Petroleum LLC said in a press release Nov. 1 that James D. "Jim" Weeks has joined the company as president and chief executive officer.

The company, formerly known as Petersburg Energy LLC, is a fledgling independent oil and gas company with more than 12,000 acres of oil and gas leases on the North Slope. Winstar said the leases are close to infrastructure and processing facilities and the company hopes to begin drilling operations to begin evaluation of the holdings next year.

Thirty years with ARCO

Weeks recently retired from ARCO after 30 years, most of which were spent working on projects in Alaska. He worked on the design of the first production facilities for Prudhoe Bay and was project manager responsible for designing and constructing the initial facilities for the Kuparuk River oil field. He later came to Alaska to manage operations at Kuparuk, and then at Prudhoe Bay.

After a brief stint in Houston as vice president of ARCO's Gulf of Mexico operations, Weeks returned to Alaska as senior vice president of the Prudhoe Bay unit, and next went to Beijing, China as president of ARCO China. He and his wife, Marty and daughter Cassie returned to Anchorage last year.

Winstar was founded by John Winther of Petersburg. The company is striving to be the first Alaskan owned successful independent oil producer on the North Slope.

Winstar acquired leases in areawide sales 86 in 1997 and 87 in 1998. Its holdings are in the vicinity of Thetis Island, Milne Point, Badami and BP's proposed Liberty development.

Will drill from land

Said Winther, "We can drill all of our leases from land, which will result in considerably lower development costs. With the exception of Thetis Island, our leases are all close to existing pipelines and other processing facilities. The 'Charter for Development' that resulted from the acquisition of ARCO by BP contains provisions that will assure us access to those facilities, and we are anxious to evaluate what we have and get it on production. We are pleased Jim has joined our group and look forward to becoming a very successful Alaskan independent oil company."
