EPA updating storage tank air standards

The U.S. Environmental Protection Agency is phasing in a stricter set of air emissions standards for oil and natural gas storage tanks, the agency announced Aug. 5.

The update requires the operators of eligible storage tanks to reduce their emissions of volatile organic compounds by 95 percent or meet alternative emissions limits.

Any tanks brought online after April 12, 2013 must be in compliance with the limits within 60 days of start-up or by April 15, 2014, whichever is later. Any tanks brought online between Aug. 23, 2011 and April 12, 2013 must be in compliance by April 15, 2015. The alternative limits allow operators to prove they have reduced emissions from each tank to 4 ton of volatile organic compounds per year without emissions controls.

The EPA last adjusted these standards in 2012, but issued the current update after recent information showed more storage tanks scheduled for start-up than previously estimated.
