The Port of Vancouver’s three commissioners bent to public pressure by reopening a hearing, but didn’t back down from their July 23 approval of a ground lease for Tesoro and Savage Cos. to build a rail terminal to handle 380,000 barrels a day of Bakken crude at the Washington state facility.
