Arctic Energy is proposing construction of an oil refinery adjacent to the Williams Alaska Petroleum refinery. Jim Dieringer, who owns Arctic Energy, received a conditional use permit from the Fairbanks North Star Borough’s Department of Community Planning to locate the refinery on a 33-acre lot. ....
